Bright Night Effect

Material:-

Open PhotoScape, click "Editor" and stay on the ward "Home."
Open a photo Across the left side panel of the program and click:-
Click On Object select photo and select the texture you have saved
Set the opacity of the texture in 100%
Click PHOTO + OBJECT  
check the option to combine your photo with objects and press OK
Bright, Color> Brighten > high
Bright, Color> Contrast Enhancement > high
Bright, Color> Contrast Enhancement > Middle
Filter> Noise Reduction > High
Filter> Film Effect > Velvia > Middle
Brightn, Color> darken  > Low
