Material:-

-Open PhotoScape, click "Editor" and stay on the ward "Home."
-Open a photo Across the left side panel of the program and click:-
-Filter >Noise Reduction > Middle
-Bright,Color > Deepen > Low
-Click On the Object Select option Photo and select the texture
and cover the whole image while putting it opacity 150
-Grayscale
-Bright,Color>Click On middle of it > Gamma bright > 1.60
-Bloom > Low
-Click On the Object Select option Photo and select the Glow Point
and decorate as you wish
-Result:-
