Open PhotoScape,Go To Editor
Click On Home,
Open an image to edit
Filter>Film Effect> Velvia >High
Click On Bloom
a window will open set as folow:-
Bright Mode
Level 41%
Blur-5.0
Contrast-50
click Ok
Backlight-Default

Click on Object
Open the texture> adjust the picture
Photo> open the star> set anywhere
Photo> open the points> set anywhere
Click Photo+Objects
Filter>Smart Blur-2.5
Filter>Noise Reduction>low
Click On Home
Frame> Round 05>Click photo + frame
Frame> PrintLine 02> 150%>Click photo + frame
Rotate the picture and leave it aside
Frame> PrintLine 02> 150%> + Photo Frame
Rotate the picture and leave as it was
